Drivers and barriers of open data use in enterprises - a literature review

The concept of open data (OD) has evolved significantly over the last decade, as reflected in government policies and initiatives, as well as the quality, scope, and accessibility of public data. Expectations are high that OD will contribute to value creation, innovation, and a wide range of economic, social, and environmental transformations. Despite these expectations and the potential of OD, little is known about its actual use and impact on enterprises. In this study, we address the problem of assessing the maturity of enterprises to use OD. The objective is to develop a multi-criteria model for assessing enterprises regarding their own organizational and technological capabilities for the use of OD and propose activities to build these capabilities.
For this purpose, we conducted a systematic literature review. We identified models to measure the maturity of different aspects of OD and the drivers and barriers of OD use. Understanding this will provide a basis for identifying criteria that can be used to assess the maturity level of enterprises to use OD.
