Abstract

In our research, we examined the privacy of personal data in open data sets. We identified the main risks arising from the publication of data and presented contemporary privacy protection techniques, including anonymisation, pseudonymisation, as well as more advanced approaches. We analysed the effectiveness of these methods and the residual risks that, despite protective measures, could still enable the re-identification of individuals.

In the empirical part, we conducted an analysis of selected Slovenian open data sets, which confirmed real possibilities of re-identification and highlighted the need for responsible data management. We presented an example of proper anonymisation as a model of good practice. We also outlined the legal framework at the level of the European Union and the Republic of Slovenia, with particular emphasis on the General Data Protection Regulation. The findings confirmed the necessity of combining technical and legal measures for the effective and lasting protection of individual privacy.

He completed his master’s degree at the same faculty and continues his professional and research work through active participation in research projects.

    Lili Nemec Zlatolas is an Associate Professor at the University of Maribor, Faculty of Electrical Engineering and Computer Science, with research focusing on cybersecurity. She is active in courses on information security, programming fundamentals, and databases. She is involved in international and national projects (WEM Cyber, SafeWeb, CONCORDIA, RUKIV) and participates in working groups at Informatics Europe, CEPIS DiverseIT, and WOMEN4CYBER.

    Marko Kompara is a researcher and teaching assistant at the Faculty of Electrical Engineering and Computer Science, University of Maribor, where he obtained his doctorate on key agreement protocols in constrained environments. He is involved in numerous cybersecurity projects (CyberSec4Europe, Cyber F-IT, RUKIV, RPUP, AKADIMOS). His research interests include privacy, cryptography, wireless communications, and information system security.
